Refrigerant regulation is the other thing shaping commercial decisions at the moment. Older refrigerants are being phased down, which affects the cost and availability of servicing equipment that uses them, and it increasingly enters the repair-or-replace calculation on units that would otherwise have had years left. A unit charged with a refrigerant being phased down is not unusable, but the cost of servicing it rises over time rather than falling, which changes what its remaining life is actually worth.

Access is the practical difference nobody plans for. A tenanted space has to be arranged into rather than simply entered, a roof may need a key, a hatch and someone available to open both, and a unit serving one tenant is frequently reached through another tenant's space entirely. None of that changes the work itself, and all of it changes how long the visit takes and when it can happen at all.
